[Expo-tech] Expo permit email / mailing list size restrictions

Today is the second time recently that I'm going to hit the size
restrictions on the Expo mailing list.  We should please lift these to a
more reasonable limit for 2019.  The only purpose they seem to be serving
is hindering organisation and dissemination of information.  It's
reasonable enough to have some kind of limit to stop actual serious junk.
However in an age where the majority of mail clients do not download
attachments without users requesting them, mail servers do not usually
store mailboxes in single files and people send around far bigger files
literally *all the time* one way or another, these limits seem clearly too
low.  I suggest it is raised to maybe 15 or 20Mb.

Whoever is moderating, please ensure that the email I'm about to send with
the permit gets through (or alternatively arrange that the PDF is uploaded
somewhere reliable and an appropriate link sent to the list soon, so people
have it in their inboxes).  We should encourage people to carry a digital
copy of the permit on their phones in Austria just in case anyone asks any
questions.  Thanks.
