[Expo-tech] Expo permit email / mailing list size restrictions

Hey,

Honestly this is the only way some people are able to upload photos of cave
entrances.
We've had a long discussion that email is far better than missing data on
one of the nerding seshes (seshions?)

Similarly there is no issue with having this pdf blasted to everyone.

@Wook you are litterally the only person concerned with a 5MB or even 10MB
(gasp!) file out people here.
(Correct me if I'm wrong)
I feel like there is a clear consensus here.
