Hmm, it seems not - it's created but not put in any package.  I'm
surprised there's no warning about that from dh_missing.  Thanks for
reporting - I'll fix that in the next version.

But meanwhile you should just be able to create a symlink:

sudo ln -s /usr/bin/survexport /usr/bin/3dtopos

Or perhaps better to make it /usr/local/bin/3dtopos so long as that
works for Tunnel.
