Well it's clearly not accurate. 0m in 2019 and 42km in 2018 are both wrong.

Compare with
http://expo.survex.com/repositories/home/expo/loser/file/tip/docs/smklengths.ods
for actual lengths per year. It's a massive overestimae every year
back to 2013. Possibly because it is including all splays, and maybe
all surface legs, fake legs, 'nomeasure' legs etc. It might be an
accurate count of 'total length measured' (and the 42km in 2018 is due
to heavy increase in multi-splay pocket-topo surveying).
