Hmm. I remebered fixing _loads_ of these a while back. I noticed there
was random formatting and got sucked in spending several hours fixing them all.

After searching my pile of loser checkouts. I find that those fixes
are only in my 'loser2' so it looks like they never actually got
checked in. (I had some trouble with corrupt repos round then).

So that has an awful lot of  ';ref' comment converted to *ref and
them all formatted the same.
Looks like I did all of 258 and 264 and a lot of minor caves, but nor 234 and 204
and missed a few minor ones:

I really should get that checked-in. But I need to un-fuck my
check-out first.If you do do any stick to 234,204 and 161.
I'm not going to get to that until the expoweb git conversion is done.
(doing that right now)
Then I can worry about loser.

Obviously quite a lot of surveys pre-date the wallets system. There
was about a decade of the 'envelope' system (1989-1999 ish) before the
wallet system was started.

Which is why we set it to 'not a real date' :-)
