[Expo-tech] cron on expo server & Makefile

1. Why are we just running naked cron and not crontab ?

2. There should surely be a load of stuff running to support the expo
systems, but all I can see 
in /etc/cron.d/ is
atop
certbot
popularity-contest

Makefile

how long is it since anyone properly had a look at expoweb:/Makefile ?

It looks like it was 2015 when Wookey was editing things like this:

cd 1623/234; perl tablize-qms.pl qm.csv

But surely it needs some serious gardening. We don't use 
CAVETAB2.CSV
any more ?

Should we have a set of targets in Makefile such as
makehourly:
makedaily:
makeweekly:
to do housekeeping ?
