It's the way they like to do their data (and to be fair the way we
used to do ours - it's not wrong, and quite sensible in some ways as
it gives some structure beyond a very simple-minded, but convenient
for stupid computers, one file per survey). We tried to agree one way
of working so we could just have one dataset, rather than merging
stuff back and forth each year, but they insisted on a couple of
things we really didn't want (like a *fix in every cave) so this is
how it is.

Wallets can be more than survey, and so can files. It's never been
1:1, and we shouldn't try and force it to be.
