It'd be much eaier to upgrade the machine if troggle was working with
Django 1.10, or even better 1.11.

I think Sam did much of that work (for 1.10) in a branch. Can I
persuade you to test that out?  That's the only thing stopping me
upgrading the box. And now you've done the python3 work we can then
look at Django 2.2 which is coming next.
