[Expo-tech] Troggle now running on very latest Django

Today it is running on Django 3.2 on a test machine.

Which means we are all set up to run until April 2024 on fully-in-date software. And only one more maintenance effort in 2024 would take us to 2027. 

Cue wild celebrations.

I have posted updates to git, having first checked that everything still works on 2.2 - which the server is running.
