[Expo-tech] ticket system?

The GitHub ticket system is sort-of what we need, but I'm not sure it scales
(though admittedly Ruby on Rails uses it so they can make a really big
system work https://github.com/rails/rails/issues ) and of course we don't
want to use a system we are not fully in control of and which we can'
archive from.

We had a long running, low priority thread to look for something we could
host ourselves.

CUYC are doing the same thing: they have used self-hosted Trac and OSticket
quite thoroughly - for equipment and yacht maintenance, and for prompting
their trip money accounting procedures,  not just software - and are
currently looking for replacements/upgrades as they need to rehost
everything anyway.

There are a couple of Django plugins which might do the job:

Does anything there look good for us?
