[Macchiato] Power management on MacchiatoBin

Hi,

Before leaving MacchiatoBin on for extended periods of time, the bare
minimum would be to have functioning cpuidle. The instructions at:

Do not work on 17.10 branch arm-trusted-firmware – the PM firmware
file format has changed. An properly formatted binary can be found
from:

https://github.com/MarvellEmbeddedProcessors/binaries-marvell/tree/binaries-marvell-armada-17.10

But passing SCP_BL2=binaries-marvell/mrvl_scp_bl2_8040.img doesn't
seem work either:
