I prepared the package and uploaded to the github (I maintain UEFI for Armada).

Yes, that's sufficient. Recently Baruch fixed the PCIE reset handling
in the Linux kernel on McBin (merged to linux-next a week ago), so the
thing you see may be related.

I think it will be really worth for you to check the pcie-host-generic
ECAM driver. With the SW you have, the easiest way without recompiling
anything should be using ACPI. Once in grub, edit the linux
commandline and add:
acpi=force console=ttyS0,115200
