I'm afraid I wussed out and went straight to Fedora 30 instead.
I tried the newer flash-image.bin from
https://github.com/MarvellEmbeddedProcessors/edk2-open-platform/wiki/Binaries
first, with no joy.

in the end I figured it was probably simpler to throw on a new distro
than battle it (I want a pile of apps from either EPEL or upstream
Fedora, so figured I'd try a straight Fed 30 install.

... which mostly went OK, but seemed to lack randomness in the 5.0 and
5.1 kernels. Is there a Hardware RNG on the chipset? if so it didn't
seem to have any modules relating to it loaded. This made starting
openssh slow and frequent 'hwrng: no data available' errors on
console. I fixed this by throwing a chaoskey[1] onto the USB2 headers
and it's made a huge boot speedup.

So far (a couple of hours up) so good....
