For base platform I used debian stable (docker run debian:strech) with
following build-deps:
apt install --no-install-recommends crossbuild-essential-arm64
build-essential zip gcc-aarch64-linux-gnu uuid-dev python git
device-tree-compiler acpica-tools nasm

inside edk2, one needs to:
git submodule update --init --recursive
to get latest openssl
