Well, the abcde I used for most of my ripping had a toc action and a
corresponding DOTOC variable and to_toc function.  I don't _think_
this was something I added to my local version, but that was 10+ years
ago so maybe I forgot.

If there are no objections, I'll merge it in while I'm fixing up some
of the other stuff.
