No, that's not right Phil. I explained how this should work so that
both mercurial _and_ the website can change the pages, in last night's mail.
There is a problem with mercurial resetting those in such a way that
the webserver gets locked out on new/changed files, but that's a
separate issue fixed with either a post-hook or inotify (and may be
different with git as opposed to mercurial).
