I'm sure it's possible to set mercurial's default permsissions, if
only by using the 'post-hook' feature (which runs a script on each
checkin). However it's due to become irrelevant in a matter of days
when I finally get the git conversion finished so I don't fancy
spending time on it.

If we still have the same thing with git we can fix it there.
